MADISON (WKOW) — A federal investigation into Lincoln Hills School (LHS) has concluded with no charges filed against LHS staff members.
In a statement Friday, the United States Attorney for the Western District of Wisconsin’s office said, “the federal criminal investigation of alleged civil rights violations at Lincoln Hills School has concluded, after finding insufficient evidence to prove federal criminal civil rights charges against LHS staff members.”
The US attorney’s office said it, along with the FBI and Civil Rights Division, had been investigating allegations that LHS staff members used unreasonable force against incarcerated children.
To prove any violations, the US attorney’s office said, there would need to be evidence LHS staff “willfully” used more force than necessary. “Proving ‘willfulness’ is a heavy burden under federal law.”
The office said it conducted numerous interviews and reviewed evidence generated by previous state investigations.
