WATCH: Campbell Police officer uses Taser in Days Inn confrontation

An extended video clip of the confrontation before and after the officer used the Taser on Jacob Owens. The audio is edited to remove offensive language used by the people in the video. 


LA CROSSE, Wis. (WXOW) – Video of an incident between several people and a Campbell Police officer at a hotel is released by the department Wednesday.

Town of Campbell Police Chief Drew Gavrillos provided body cam video and the police report of the August 14 confrontation at the Days Inn Hotel after an open records request by WXOW.

The report said that the initial call that brought Officer Shelby Palmer to the hotel was for a group of six people in a room that were being loud and starting fights with hotel staff.

When Palmer got to the hotel, she found the group in a courtyard area. As seen on the video, members of the group began yelling at Palmer. After one of the group, identified as Jacob Owens, continued to ignore commands, Palmer ended up using her Taser to get him under control and arrest him. Palmer also handcuffed John Owens, another member of the group.

Two others, identified as Sean Suiter and Terrell Sanders, began yelling at the officer.  Suiter began making threats to kill the officer. He said, in part, according to the report, “I will kill you. I can do what I want.” A few moments later, he ran away from the scene.

He was arrested, along with Sanders, a short time later after other officers from several departments arrived on the scene.

The four now face a variety of charges and are working their way through the court system.

Jacob Owens: Disorderly Conduct x 2, Criminal Damage to Property, and Resisting (all misdemeanors)

John Owens: Disorderly Conduct x 2, Resisting (all misdemeanors)

Sean Suiter: Battery or Threat to Judge, Prosecutor or Law Enforcement Officer (felony), Resisting, Disorderly Conduct x 2

Terrell Sanders: Disorderly Conduct, Resisting, Bail Jumping (all misdemeanors)
